Wasn’t roughing the passer. The ref is saying the play was over when the QB started his slide. Since it was 4th down and short of the line to gain, Duke takes possession, so technically the PF/targeting was after the play and dead ball. Duke ball -15 yards.

Had that been 3rd down it would be Clemson ball +15 yards.

The play is dead when it's blown dead. The whistle hadn't happened and it was a football play before being blown dead. Terrible call, I do understand your take though.
