Problem is the rule is the reverse of that.

Clock visible, plate umpire is responsible.

Absence of visible clock, base umpire is responsible.
I don’t think you need to be the one keeping the time to clap your hands and bark get in the box after a few seconds to give an unofficial warning though.

A physical clock is the ultimate answer but I suspect there are a lot of member institutions that don’t want to spend the money.

I don’t like the aesthetic of a physical clock, but it does a lot to prevent what happened to Zach. If you’re not going to have one, you need to have the home plate umpire warn the pitcher/hitter to hurry up
Where’s the clock so everyone can see???????
