The text in red below states that, after Sept. 1, you are allowed 1 call per week (Sun. - Sat.). Note, it doesn't matter if it is a quiet period or a dead period, you still get that 1 call.

The text in green in 13.1.3.1.2 below states that if you schedule a visit (contact) off campus or an OV for the recruit, then there is no limit on the number of calls during those visits.

The green text in 13.1.3.4.1 states that during the week of the NLID, there is a 96 hour window (7 AM on Monday thru 7 AM on Friday in which there is no limit on the number of calls.

13.1.3.1.2 Exception—Football. [FBS/FCS] In football, one telephone call to an individual (or the
individual’s relatives or legal guardians) may be made from April 15 through May 31 of the individual’s junior year in high school. Additional telephone calls to an individual (or the individual’s relatives or legal guardians) may not be made before September 1 of the beginning of the individual’s senior year in high school. Thereafter, such telephone contact is limited to once per week outside a contact period, but may be made at the institution’s discretion during a contact period.



13.1.3.3.2 Letter-of-Intent Signing-Date Exception. Institutional coaching staff members (see Bylaw
13.1.3.4.1) may make unlimited telephone calls to a prospective student-athlete on the initial date for
the signing of the National Letter of Intent and during the two days immediately following the initial signing

13.1.3.3.2.1 Football Exception. [FBS/FCS] In football, institutional coaching staff members
may make unlimited telephone calls to prospective student-athletes during the period 48 hours before
and 48 hours after 7 a.m. on the initial signing date for the National Letter of Intent.

Nobody talks face to face anymore anyway.
 
Small private universities under the Miami Herald, ESPN, Yahoo Sports, SI and NCAA scrutiny? Limited. SEC Football factories that generate millions in revenue, jobs and is a quasi religion in their states? Can forward payment via paypal and bitcoin to recruits, send them hookers, booze, blow, Cadillacs, pimp coaches wives, and at WORST, will get a "minor" violation, the punishment to which will be some "limited contact" during a future recruiting season, which the SEC program will promptly wipe its @ss with.
 
the way I understand it they cant make contact, but recruits can call them, of course I don't think there are limits with social media and texting
