Nowhere in there does it say they full fill higher tiers first, that appears to have been your beef no? You didn’t get your full available to be requested allotment while other below you received tickets.Completely wrong, below is directly from the emails they sent out all summer. Yes, the emails do indeed subject to availability, but everything about the language they use and general marketing points you to believe - tickets only wouldn’t be available if your priority isn’t high enough, not oh there was too much demand so tickets got pro rated. They even tell you lol ND demand is high so donate more. That isn’t ethical, say donate more but the whole time they plan to pro rate you even if you donate enough. All they have to do fix this is literally write a new disclaimer saying “in extraordinary circumstances Miami will prorate any request they deem necessary.”

Simply we don’t know their allocation process or methodology, though we can say It’s 100% clear it is not fully fill higher tiers first.
