I am sure he wants to win. However, I am also sure he doesn't want to put in the effort to actually do what it takes to win.

He doesn't have the energy to change his O and get a real QB in there. Too much work. It's easier to go with the bozo that "knows the O" than to change it to something that works.He seems to me like he just don't have a lot of energy, does anyone else feel this way, as compared to other coaches. You sure proved me wrong. It takes so much effort to write out a check. Keep in mind he also stole about 150k for the past 3 years to pay for his son to do nothing but hangout at greentree. Paying 500k to your alma matter when you make 4.5 million a year is not that impressive.
You're right he should leverage his AD every year for raise like Jimbo did, or he could cover up domestic violence, dozens of felonies and murder like Urban Meyer. Maybe he could work kids to death like DJ Durkin. Or put cameramen on top of the IPF during a lightning storm like Brian Kelly. Or he could lock concussed kids in closets like Mike Leach, or abandon the greatest college team ever to coach the worst NFL franchise ever like Butch.

If he actually won big games he would have the right to leverage his AD for a raise. The AD should be decreasing his salary for his performance. He should cover for his players. That is what elite coaches do. JV Corches like Richt suspend kids for petty bull****. Again if Richt was able to actually win big games he would be able to leave for the NFL. Right now his only option to leave for would be a G5 team or a ****** P5 like Viriginia. I don't want him to act like the other Corches you named.
