Sliding rule change is only applicable to when you fake or simulate a slide and keep running. That is how they determine the spot of the ball because defenders are expected to stop when the slide starts. So if you fake a slide and run into the end zone, without that rule, they had no other grounds to go by as to where to spot the ball until after Kenny Pickett made them implement this rule.

If you execute a slide it reverts to the previous rule that says where any part of your body touches the ground besides hand or foot.

I had to get clarity on that one myself.
