You can hold inside the pads, every OL holds you inside the pads. They’re taught to grab and hold, just not when you move side to side. You can’t yank outside.

Clean as heck block up til here so far. He’s facing slightly tilted to the right, he’s not out of position and is squarely blocking our guy, full facing position.
No hands outside, 68 just flat out bullies our guy imo. The hands are even on top of the shoulder pads, no reaching around.
Nonetheless, at a bare minimum, it’s an eye for an eye regarding the hold on Bell to go up 21-7 that clearly wasn’t a hold.

I also don't give two ***** about what "they're taught". I used to work for NASCAR, I understand "if you ain't cheatin', you ain't tryin'". And I understand "don't get caught". I realize the center was doing everything he could (legal and illegal) to minimize the impact of Moten's backfield intrusion. But the ref was standing right behind the running back and saw everything. And immediately threw a flag.
Cut the crap where "our DL clearly falls and holds his hands up in a prayer to get a call". That just didn't happen. Two VaTech players fell on top of Moten, there was no "hands up in a prayer to get a call". More importantly, if you actually watched the replay, the ref threw the flag from the very beginning of the hold, not "after" the play because Moten was "praying for a call".

Moten pushed that center backwards until Moten tried to make the tackle and was thrown down in the direction of his lateral movement.
I would like to ask you which play you watched. Because it could not possibly have been that play. Either that or you are intentionally lying.
Moten pushed the center BACKWARDS. The center did not "bully" Moten. Moten fires out of his stance. Moten puts both hands on the centers shoulders and pushes him straight backwards. MOTEN IS DOING THE BULLYING, not the other way around. The center turns slightly to allow Moten to make more progress to the center's right, which is exactly when the center grabs Moten's sleeve to prevent him from getting upfield to his right.
Moten sees the running back, but realizes he is being held. He also sees the running back going to Moten's right (center's left) and Moten disengages his right arm to reach out towards the running back to try to make the tackle.
It is only at this point, when Moten is moving OFF of the center's hold towards the running back, that the center uses the leverage and Moten's lateral movement to throw Moten sideways to the ground.
And none of that matters, because the ref has already seen the hold and is throwing the flag. All of your bullcrap about the "clean block" and "letting go" and "bullying" and every other bit of nonsense that you invented is meaningless. The hold has been spotted, the hold has been flagged.
Sorry, but on this one, you are flat out wrong. I could care less about Warren Sharp and "countless other neutral viewers". All of that is worthless. All of the "countless other neutral viewers" did not see the play and are relying upon Andre Ware's bull**** summary of the play. Even the video replay ALMOST misses the hold, since ESPN begins the replay after the ball is already snapped and everyone is in motion.
