You don't have to have experience in being an AD if you possess all the required ingredients. Knows football compared to James who knew nothing about it, known and respected name, has lots of connection in the NFL, knows coaches and assistants, and with his connections he can be a good fundraiser. Most of all he really cares about the football program.
None of what you wrote describes the duties of a Division I Athletic Director.
