X & O Pre-snap formation question

You always see a flag called for not having six players on the line of scrimmage, so I was wondering if anyone can explain to me why Oregon can line up in that formation they do for a two point conversion on a PAT where there is only one center on the line of scrimmage

A) you need 7 players on the line - 7 exactly

B) the line isnt just the middle of the field - WRs count as guys on the line as well. This is why some WRs are either "off" or "on" the line.
 
Thanks. I think teams should lineup in that formation on field goals too. When the defense isn't prepared, it is too easy to expose
