As I stated in another post in this thread, you can sign 28 not including EEs, but can only enroll 25, and must have it figured out by the end of May, I believe that is the date. This rule allows for the school some flexibility with non qualifiers. Also this is something Im not sure but I though 6 of our EEs counted towards the 2013 class as we only signed 19 that year. I may be wrong on that part, but you can in fact sign 28, but only enroll 25, as I already stated.

im not sure where that wiki sources from for the 28, but the above rule stating 25 is taken directly from the NCAA 2014-2015 manual. it USED to be 28 a few years ago, but as you can see, this rule was revised 8/1/12.
and, yes, you are mistaken. we had 21 recruits count towards the 2013 class. which allowed for only 4 of our EE's from the 2014 class to count towards the 2013 class, even though we had more than 4 EE's in 2014.
we(and every other school) can only sign 25 in february. this does not include EE's. however, we are limited to only being able to enroll 25 in the fall because none of our EE's can count towards the 2014 class, as it was maxed out at 25(29 minus the 4 EE's).

EDIT: the source for that wikipedia article is the 2011-12 NCAA Division I Manual. which would explain the confusion with the 28 vs 25 number.
