It's not just the bad decisions during the play that are the problem for ToVD. Dude can't read protections or formations either. He makes the o line and play caller look worse because he fails to recognize anything pre snap. He either can't earn the coaches trust to be able to make calls at the line or he just doesn't cause he's a potato.
