Why is it?

A player abuses an opponent and it is obvious in replay plus usually a ref sees it but doesn't react, the opponent reacts and gets a flag. The announcers say the second guy gets the flag. This is so consistent why don't they go to replay since this often is used by a team to initiate a response and the originator gets benefited. We saw it yesterday and yes, coach speak says don't react but this is a tough sport and I'd be suspect of a player on my team who did not react. You cannot be intimidated. So many things are reviewed and since it appears to be on purpose ala the attitude expressed when the original offender smirks (and yesterday with the entire surrounding teammates) when they get that response. I wanted to smack the jerks as did every Hurricane fan watching. Time for a change to an obvious ploy that works by adding replay.

I’m pretty sure they called it a 1st on the field. I might be misremembering though.

Reviewing the shove given before our player reacted, goodness we've been flagged for verbal which I agree cannot be reviewed but a slap to the helmet or shove can be, maybe let a coach use his challenge in critical situations so at least they cancel
