Why are the Big 12 and ACC in the Power 4 if they’re so far behind?

The Big 12 and ACC are well behind the SEC and Big Ten when it comes to roster spending, so why are they part of the Power 4 conversation?

This is just like star rankings not necessarily equating to talent; as we’ve seen from our many four stars who ain’t & superstar three stars I.e. Rousseau, Restrepo, Feliciano, etc. Travis Homer or Lorenzo Lingard, who’s more talented? Whose NIL would’ve been more? Kam Kinchens and James Williams; same questions can be applied. Leonard Taylor, Nesta Silvera, or Justin Scott? RJ McIntosh and Kendrick Norton or Keith Bryant and Travonte Valentine? Anthony Moten was ranked higher than Ahmad Moten.

Oklahoma state lost to Tulsa then beat Oregon. The ACC went 8-6 against the SEC last year; that wasn’t all Miami. FSU beat Alabama! The ACC is 3-1 against the B1G this year. Utah demolished Arkansas. Big XII went 4-3 against the B1G last year. The last two GT-UGA games have been bloodbaths.
