They did design it very cleverly to ensure maximum sun exposure for the Vs.That’s a really old chart, by the way. It’s not correct anymore, because it’s from before the stadium was remodeled and the sections re-numbered.
Here is a more accurate representation of the sections, this has the same orientation, so the top side or North side, is the visitor side.

I never heard that last part, but when the Rock is rockin, the acoustics are insane - they seem to funnel down anyway. I believe (rumor anyways) sound baffling is designed to channel crowd noise towards the Vs sideline as well.
