What NCAA/Conference Muppet Thought This Up?

That is obscene. Whoever crafted the policy, but more still, whoever enforces the policy, is a great example of what leaders don't do.
They don’t have a choice but to enforce the rules if they’re there. Agree or not ok but it shouldn’t be discretionary. Either they have the rule and they enforce it or get rid of it. Otherwise it can become arbitrary.

It’s probably a rule passed by their governing body comprised of AD’s??? I wonder if there’s a liability issue that created this???
Most likely an effort to show government policy makers that "CFB cares about stopping [topic on other forum that shall not be named here]"

Found this article from 2015, when they passed the newest amendment. Basically, they want to deter it because they view it as a safety risk to players and fans alike.

If you think about it, all it would take is one drunken idiot who rushed the field and attacked an opposing player to really put into perspective how dangerous a situation it creates. Or a drunken slip going over the railing and a kid breaks his neck. Think about the negative publicity? At least if they have a rule they have some defense saying they tried to stop it.

That said, it’s a tradition and these old dudes just don’t remember what it was like to be young and have fun. Part of college is the memories created and rushing the field is certainly one of those.

If we have a big enough victory to warrant rushing the field, I'll gladly donate to help cover the fine.

Unfortunately, that's an empty gesture right now.
We would need the opposite of a “rush the field rule”. We always play down to our opponent, we never ride to meet a challenge and upset a better team. Other than the bludgeoning of that overranked ND team in 2017, I can’t think of a time we have upset a top-5 ranked team in this century 😳

COVID.

Looking at the overhead shot of the stormed field, you had 20+ thousand fans tightly pressed up together around players, coaches, and ESPN personnel.

I wonder what the tipping point is for the 250K fine? One hundred fans? Ten fans? One fan? A squirrel?

If they did that then they have to treat all schools the same. Otherwise, get rid of it. I wonder why they did this - is there a liability thing for the NCAA?
It was UK’s third offense and third fine. The rule has been in place for a while. They were fined 50k in 2014 but it escalates each time. They were fined last in 2018 for rushing the field against Miss St and it was a 100k fine.

It’s the SEC’s “access to competition area policy”

There have been many instances of fans and players being injured and this is one that sticks out for me as I have family in Tucson. it will always a legal/liability issue.
