What’s the best guess on who starts? Seniority or best player?

sure, past coaches have made the wrong talent evaluations(more times than we can count). However the complaint that people play due solely to seniority is an overplayed excuse on the board.

Coaches have made decisions on who they thought was the better player (and been wrong several times) but nobody specifically sits the better player when they are consistently on the hot seat unless for good reason or something that is happening in practices

In toss-up situations, the upperclassman will usually get the start

Also, the underclassman must be clearly the better player to unseat a starter.

A senior with a shot at the league will rarely if ever sit unless the underclassman is clearly the better player.
 
Unless a kid is uber elite, the more experienced players is generally going to be the best player.
 
Depends on the position;

In most cases Seniority will win out, but at certain skill position spots like RB & WR the best guys will play regardless of youth.

The CB group will be the ultimate litmus test on how much premium is placed on experience vs ability.

The real key to measure how much of a meritocracy this new regime will be running will be dependent upon on how they hold players accountable for mistakes & whether or not they continue to play despite subpar performances.

If we see guys get benched for making boneheaded plays or for just not living up to the standard, then it will show that we’re truly in a new era & completely overturning the program to elevate the talent floor of the team.

Mario is big on accountability & so we should see real change, here’s to hoping we do for the better.

I always thought you would go with the younger player in those situations due to having a higher ceiling.

IMO, there's no such thing as a tie between an upperclassmen and freshman (with no college experience and limited conditioning/training).
