The other thing to consider here is Wisconsin's recent Head Coach retention.
They've had 3 successful(for Wisconsin) coaches leave/take better jobs in the last few years.
They're probably going through a needy girlfriend phase right now, they want the next guy to love them long time.
Al Golden isn't looking to climb the ranks, he already lost the PSU gig(his dream job), I bet he'd love nothing more than spend the next 20 years winning 8 games a year in some frozen wasteland.
1. Al can't reliably win 8 games a year as it is.
2. Wisconsin has 3 BCS games and a Rose Bowl win (2000) in the last 14 years, as well as at least 9 wins per year in 9 of the last 11 years.
3. One of the big issues up in Wisconsin right now is major pushback against lowering academic standards for the state university. It's also one reason why Gary Anderson felt he couldn't recruit the players he needed to Wisconsin, aka JuCo transfers, something Al tries to live on (and generally sucks at it). Commentators up here explicitly have stated that the expectations here are NOT championships (the culture here is quite different. In the 80s, Badgers games were on at 1:30am and the team was 2-9 just about every year while the Canes were on prime time every week), but rather is to win 9-10 games a year and "hope the stars align," an oft quoted phrase today, for a playoff birth; nowhere near as lofty as Canes fans expectations are (and definitely deserve to be, it's The U, sorry Shalala and Fake James), but when you have a former OC who had a team at that level in consecutive years who curbstomped Golden head to head, and took over a program in disarray after a coach shockingly left for ASU, you're going to go with the accomplished guy you know in that scenario.
4. He's from Pedo state and the Al Groh coaching tree. Neither are palatable in Wisconsin.
5. He's a much better fit for Pitt, whose expectations are a far cry from 10-11 wins and a top 15-20 finish per year. He could comfortably go 7-5 or 6-6 for quite a while there.
6. Yes, it is a frozen wasteland. I was on a family practice rotation up north last year when it hit -31 degrees. Best part: recruits take trips to Madison at that time of year, lulz.
Shorter: Wisconsin aren't champs like the Canes
should be, but also don't accept being losers like Fake and Donna apparently do. Good thing she left 3 years after installing Alvarez at Wisconsin.
