Is this your first time listening to Fowler? He was referring to their DL room, not the overall roster. Never mind the fact that there are few and I mean few teams in this era that can compete at a high level with multiple starters and rotation guys out at a position. This isn't 1975, where Notre Dame and Alabama had more talent sitting in the stands than most programs had.
