There are so many things here. I hope you're talking about The Wire. However, I've never seen it so you would have to lay out the deal for me to understand it.

Definitely talking about The Wire (and not some sort of sordid Richard Gere hamster hotel arrangement).

In The Wire, basically Hamsterdam is a "free zone" established by the police in the western district where drug-related crime is out of control. The police round up all the local dealers and addicts and basically inform them that they can sell drugs without fear of arrest in the "free zone" so long as there is no violence. It works for a while, and Baltimore murder rates drop while Hamsterdam is running. Some politicians eventually catch wind of it and heads roll.

If all the Reese/Poff/Puff/Banger/Burger jokes are pushed into this thread, it may just make these CIS streets a bit safer for the regular citizens.
