I'd be surprised if those are not considered public areas, and I'd be shocked that they wouldn't require masks there, as people would be much closer to each other in those areas.

From someone in football ops at Ohio State.
They are looking at four options:
Games with no fans
Games with 20k and 3k students
Games with 40k and 6k students
No football. Football generated 120 million last year
