The KOQ character is a direct rip of his Seinfeld character.
And even if his Seinfeld character didn't make an actual "appearance", his presence was so strong and his impression so indelible that you could immediately envision his character, even if George or Jerry were just mentioning him.
Elaine's father and Kramer's mother made, what, one appearance each? Other family members got a couple of spots (Uncle Leo). But George and Jerry's parents were legendary and larger-than-life, particularly the Costanzas.
