The article does not say what your title is. You can speculate on what he will do, but he did not say that he's retiring.

First ballet HOF?

The number of great receivers who will become eligible over the next decade will preclude most from being first ballot Hall of Famer's. He will make it but I doubt on the first pass. The change in rules for defensive players have resulted in an offensive explosion which will lead to ever-increasing offensive statistics. The change in defensive contact rules will make receiver stats from 30 years ago pale in comparison to what is developing now and will in the future. One of the many reasons you can't compare great athletes outside of their era.

What saddens me is we have had several players have Hall of Fame or near Hall of Fame level careers since the last time we were really relevant.

However, none of them have played for UM over the past 10 years or more. They played here when we were actually good.
