The news of him signing his Loi yesterday, does this mean he does not have to go to prep school? And. Will come in with the rest of our 2013 class and be able to participate in the fall

if he qualifies, he will come in with the rest of the class. if not, he goes to prep.

Yes. But if you don't qualify, or for any other reason, do not register by the fall semester, the LOI is nugatory.
