If the house doesn't get this done b4 the election it's dead. Republicans will immediately shift to getting thru some legislation either they have to do (budgets), or to protect what they value/legacy. Like you say those members of congress who lost because they did whatever Trump wanted them to do won't care at all. Many likely would purposely ***** him over, especially given he's not spending the $400 million he's raised to protect them. After the new Dem congress, the Congressional Black Caucus will kill this entirely.

The bill doesn't exist in the new Congress. They all die at the end of this term. Someone would have to propose and sponsor a new version and start again

My apologies for jumping into a year old thread with an initial question. And I did not read through all 780+ posts, but...

It seems to me that the way this bill is structured, it might as well be called the Destroy the Miami Hurricanes Football Program Act. Am I seeing this correctly?

Capping conferences at 19 (strange number). That means ND goes to the Big Ten. FSU, Clemson, & Ga Tech go to the SEC. This forces Miami to be the only remaining football school in the ACC or go independent for five years in an era when the SEC and Ben Ten don't want any tough out of conference games just to be able to join the Big XII.

What am I missing?

Ok thanks for clarifying. They may try again but the CBC like I said isn't going to go along with most of this. They can stop anything at that point. A dem congress will not vote against the CBC on this.

I'm confused. Let's say this happens and we go independent for 5 Years. There is still a cap on the conferences, right? So where do we go after 5 years?

I get that. I am very skeptical Congress can impose penalties on private universities seeking to leave a member conference. Sounds like a restraint on freedoms to associate and contract.

Sherman Act would cover the anti competitive nature of what you’re describing. The anti-trust exemption, which if passed is almost impossible to overturn in the courts, would give the NCAA broad latitude to do essentially everything in this bill. You would think it would be more difficult than that but it’s not.

A lot of confusion here, understandably so.

The Senate will probably pass a version of this- but to be clear:
- there are (probably) 3 more votes to go in the Senate: procedural and final vote - 2 need 60, one just a simple majority, barring some weird-*** ****
- Moody's amendment to give the 180-day exemption COULD still be voted on - depends on Thune/leadership. Not guaranteed a vote, and I guess that it doesn't, but it is possible.
- that amendment doesn't remove the 19-team cap per conference, though.
- 74 votes in cloture leads to the bill passing the Senate in the last decade more than 75% of the time.

BUT
House is not coming back til lame duck
- yes, Trump wants it, but there are most likely a bunch of republicans about to lose their jobs due to him (not getting into politics blue or red, that's just current likely projection whether you love it or not- sorry facts still matter not your network of choice) but of course voting still has to happen
- people that lost their seats in GOP- whether because of who they blame, their own actions, the redistricting not working out, etc are not going to really care that Trump wants it. They care where their next check or next campaign is coming from.
- Entirely possible that the majority of the Florida delegation, with pressure from UM, FSU, etc could tank chances too.
- Speaker barely has control of his caucus anyway, and he might be a lame duck too - almost certain
- OR they pass their own version of this bill and change the realignment and independence caps, and it goes away til they then have to negotiate with the Senate to come up with a unified version.

Still a lot to go; it can happen/might not, along the way.

Usually, a lame-duck session only deals with must-pass budget and defense. This is neither.

Call your reps. This must die as long as section 205 is in it, or you'd better pray that our billionaires want to keep covering what will become a $50 M or more media gap alone with the SEC and Big Ten going forward indefinitely.

If it does pass with all the terrible **** added, get ready for court very shortly after.

the house will have about 2 weeks to get a lot done. Dems are 100% against it. No Dem, with committee and leadership positions in the balance are going to **** off the CBC or big labor. There’s about 10 pubs led by Massie that will go against the pubs just out of spite. As you mention, gotta imagine with both senators voting against it in Fla, a lot of the house members will follow suit.

The only other argument is the bills have enough good things in it to protect the P2 that they're willing to give up conference expansion for now.
