Funny thing is, if they. just stuck to what was important it would have unanimous support and this would have breezed right through both chambers and been done already.
A limited antitrust exemption + Federal preemption (prevent overriding actions by state laws and judges) on eligibility rules
5yrs to play 5 seasons
1 free transfer
etc etc
(basic ability to enforce rules)
That would be a nice base to at least allow the sport to function without a lot of these lawsuits and silliness.
Throwing in the conference limits, independent status mandates, salary caps etc made it messy and bound to fail. Those are bigger topics that require more time, effort and must have input from players
