Chances are virtually zero it gets passed by the Senate before the end of the session this week. I would say zero because the only realistic way to make the deadline is for ALL 100 senators to unanimously agree to yield their debate time and let it go to a vote. Tuberville for one isn't going to do that and I am guessing there are others. But just Tuberville alone is enough to stall this until Sept. It could potentially get revived once the new session starts in Sept. But even then that's just the Senate. It will have to go through House and it's not going to get through house unchanged. They are going to try and lard it up with all sorts of irrelevant things because that is what Congress does. Those rider/amendments will stall it past the midterms, and then it gets buried. That's my prediction of what happens in the medium term. In the short term- my guess is that in-between Aug and Sept, the schools that have talked about moving conferences will formally announce it.
Pretty sure they also do not work a whole lot in the next couple of months given they tend to take October off especially when a large number of seats are up for election so they can campaign.
 
Anyone who understands how Congress works knows that one side of the political spectrum is going to try and sneak in something their side wants. Wouldn’t be surprised if one party in the house slides in Title IX gender identity language, which means the other side will flip the f#ck out, it will get kicked back and forth for months. If it doesn’t get passed in 2 years the bill dies and they have to start all over again.

Personally I don’t think it will become law- this isn’t remotely as important to the House as it is to asshats like Ted Cruz in the Senate- and since Trump is in favor of it, Democrats will be reluctant to give Trump anything where he say he got a W. Democrats will likely have control of the House after November (not trying to be political, just looking at the trends) and the bill will go nowhere or be so watered down that it’s basically just a recommendation and doesn’t have any teeth.
It isn't that important and really shouldn't be the kind of thing that they need to push through this week along with stay into the weekend to do. Much more important things the government should be worried about than college sports.

I think this is something that gets lost in the discussion of this law. They want to pass something dictating a bunch of things in terms of how often they can transfer and how much they can earn but I would bet not a single student athlete was consulted on what they would like to be included. It is all just a performance to help NCAA and those in charge. I have never understood why a normally student can transfer after every semester if they want but for some reason because a kid plays football they should be limited or punished for deciding they want to go somewhere else.

They couldn’t transfer like normal students because of the special term “student-athlete”, which came with certain restrictions (no pay, no transferring, etc.). The bs guise of amateurism they tried to paint over the cold, hard economic reality of college athletics.

Recent litigation has lifted the veil. However, instead of adapting and working with the players to come to an agreeable solution, the NCAA ran to Congress for their illegal privileges to be reinstated.
 
This is pretty much the only way for the XII and really the ACC even more than them, to close the gap between them and the B1G & SEC. The committee, SEC propaganda from ESPN and cooked-analytics somehow makeout scenarios where 14 SEC teams are in the tournament, a tournament record, but recently continually underselects the better basketball conferences.


SEC negotiated the networks into favoring football as how the money gets distributed which hurts how the ACC became the richest in the first place. Yes football will always dominate but basketball has thrice the inventory while the ACC has the top two brands in the nation.

If Jim Phelps — and the blame goes to the ACC’s ADs as well for allowing this switcharoo to happen — were forward thinking, he’d be saying what Brett Yormack said months ago.

Also Coach Cal is such a massive magnet that Arkansas was the fourth most watched team this past season, but that’s also come at a cost whereby UK is no longer on the same tier as Michigan State, UNC, and Duke. Dusty May leaving Michigan will hurt them too.

ND actually helps the ACC here as they are the most popular women’s team in the conference.

It’s no secret that football drives the vast majority of the value for these deals. Industry sources peg the split at about 90% football-driven, with every other sport accounting for about 10% of the value of these deals, according to Puck’s John Ourand. ……. Per Ourand, Big 12 commissioner Brett Yormark has “intimated” that the conference will consider selling its football and basketball packages separately when its current deals expire before the 2031 season.

There are already some indications that college basketball is an undervalued property.

The Big East, which does not participate in D-I football, is earning $80 million annually from Fox, NBC, and Warner Bros. Discovery for its basketball rights. Apply the 90/10 split that industry insiders suggest is the breakdown between football and other sports for major conference media rights deals, and the Big East’s basketball rights are being valued higher than every single conference other than the Big Ten. Using the 90/10 heuristic, Big East basketball is being valued at more than double the ACC and Big 12 rates

& Big east teams don’t even get watched like that!!


 
Miami's allies have been activated. Should this pass the senate this week, the real work begins. And miami will not be alone in lobbying congress to change that expansion clause. This is just round 1. Next 3 months will go a long way in setting the table for the next decade of the sport. Buckle up, miami has prepared for this moment and will not go without a fight.
