Probably an idiotic question, but. . . .

I understand the #s rules. I get the 10 coaches. My thing is more like how "official" is it? For instance, let's say we have 4 of our "bullpen coaches" on the road today. We hire our 4 field coaches tomorrow. Can they just swap out whenever they please? The 4 for the 4 in my scenario. OR, is it an "OFFICIAL" thing with the NCAA (paperwork, etc)? Otherwise, Sly Dog Saban probably has 70 dudes out there "unofficially": While these 9 were coming back, 9 new ones went out, ad infinitum.
Yea you can swap them out. As long as you dont have more than 10 on the road at a given time

This might be an even more idiotic question related to recruiting and our OC as well (and this is my first post here, so don't roast me too bad haha) but, is there ANY potential that our OC is already locked in and the deal hasn't been finalized with the intent that the OC could have contact with recruits during the dead period since they weren't actually part of UM yet?
That would be a stupid way of getting your program in trouble with the NCAA, so I lean no.
