Two opposing views can be both true at the same time. While the targeting rule is biased towards the offense and nearly impossible to avoid at times by defenders on any given play, certain players do have a propensity to break the rules than others.
Yes. Carter needs to tackle more in line with targeting rules and CIS is excellent and *****ing and moaning about Coach interviews.

The thing is, Banda did raise questions about the targeting rule while discussing the targeting poster boy Amari Carter. I appreciate Ephraim's candor, but bad timing in this case. Did you watch/listen to the interview? Listening to Banda, I found myself wondering if this is the reason Carter keeps racking up the targeting penalties.
