It's not. RPO's are essentially 2 plays in one and are based off the safety ( or any position ) biting and the QB making the read to pull and throw. POP is creating the illusion that you're running the ball and then taking off the top but its strictly a pass play.I think the POP and RPO seem to be the same thing. I am not saying play action, but play option (as the article I cite mentions).
