The rule is

it illegal to “grasp,” “turn” or “pull” the facemask or any helmet opening of an opponent. The penalty is 15 yards. If the contact is “incidental,” it’s a foul that draws a 5-yard penalty.

He grabbed the facemask and let go early in the route , then grabbed and completely turned the receivers head right before the catch. Per the rules, it’s a facemask which would carry at least 5 but should have been 15 added to the catch.

The pass interference doesn’t “overrule” a facemask
