It’s saying the university, athletic department, or the school controls anything that goes on within its athletic money making systems. It’s all outsourced to the Legends company who basically has no loyalty to the school but to everyone of their vendors.

Bottom line, he is blaming the F$U AD for all kinds of problems at F$U, particularly the NIL problems, simply because the AD previously worked for Legends, the company that gets a lot of outsourcing contracts from various athletic departments.
