Your generalizations ignore a very simple concept.
The "funding it before it was called NIL" was at a numerical level that was much lower, less transparent, and unenforceable. And there was no Portal. So broken promises and smaller dollar amounts were tolerated, since there was no recourse.
Now that these arrangements are being reduced to writing, the fatigue is coming from having to satisfy millions of dollars in payments every single year. Without one single shiny building to show for all that check-writing.
If you can't see the fatigue setting in, you're willfully choosing to ignore it.
What is happening today is NOT the same as what was happening 10 years ago or 20 years ago. It may be related, in the same way that fourth cousins four times removed are related, but it's a very different type of expenditure today, much larger and much more enforceable and much more transparent.
