They don’t get into specifics of the implementation. For example, Calvin Ridley, if he returned for his senior season, would’ve turned 24 in December; amidst the playoffs/bowl season.

They could implement the new policy by stating any student-athlete who would turn 24 within the academic year is ineligible. Or, they could implement based upon the student-athlete’s birthday.

In the first instance, Calvin Ridley couldn’t play at all his senior year; and in the second he could play until his birthday. If they base it around start of the school year, Josh Jobe would’ve been ineligible to play during his senior year at Alabama. If they base it around exact birthday, he would’ve had no problem.

Regardless, the implementation of the policy itself would make all NCAA sports U23; sans a handful of exceptions: military service, religious missions, and maternity leave.

According to the concept, NCAA athletes would have five full years of eligibility from the time of their 19th birthday or their high school graduation, whichever is earliest. No waiver requests, redshirts or exceptions will be permitted, except for a small group of outliers (those on maternity leave, military service or religious missions).
