Since these guys are still juniors in high school, they let the summer progress so they can watch more film and see more of the players in the summer then fall of their senior years. So they will have more five stars guys as they update their rankings; which they do holistically at certain points of each year.

They do not want to eagerly give out too many five stars rankings so early on just to have to drop the players lower in the rankings later. If you go to the composite side of the rankings, there are currently 37 five-stars because the input methodologies differ.
