I was wondering that. I wonder if they only use the AP AA list.. but I feel like when Kam Kitchen was AA he wasn’t on the AP list.. I could be wrong

The NCAA uses a specific group when determining who is a "Consensus All American." If you are AA on >50% of those you get the consensus designation. AP, FWAA, AFCA, Walter Camp, and Sporting News.

Id be surprised if PFF counted for the banner.
