They used players already in the game with a mix of players they probably plan on adding to Madden Ultimate team. That way it isn't a duplication of efforts or throwaway work.

Most of the "legends" you see are players they release every year. Mckinney and Kelly are some new names.

I am sure it had to do with money. Using current players already under contract with the NFLPA for use in the game and mixing in retired players they were able to get easily.

One thing about EA is they're a lazy company and it's easier for them to put guys on the team that are currently playing or just finished playing. They already have their likenesses. They are such trash and have ruined football games for years with their inability to make a good realistic football game
