How was UM only allotted 5k tickets?

Each school allotted the same amount. The Athletic Departments can request more prior to the game, not sure if UM did that. Clemson certainly did. They did the same thing when they played UNC because I clearly remember UNC being upset about the disparity, but that's what happened.
