If by "decision makers" you mean the school superintendents and principals, I think that they already know the statistics on deaths for those under 20. I suspect they are more concerned about students spreading virus to others outside school environment.
Recent worldwide stats show it's now the young who are "fueling" the continuing spread.
I think many would consider young people getting very ill themselves, and/or asymptomatic young people spreading the virus to other people who then get severely ill, as equally bad outcomes. Recent worldwide stats say the average age of death of covid is older than......the average age of death overall. But, let's shut things down longer and ruin the future as much as possible
