Possible. I believe the issue the Big10/SEC schools had with signing the document giving CSC enforcement power over RevShare was that the CSC could issue postseason bans. If the CSC dropped that and it's just monetary penalties now, I could see schools like Texas going over the cap on purpose since it wouldn't affect their playoff prospects.
