None of the people who were in charge when that happened, are not around any longer. New AD and new school President.

The agreement also states that Leavitt will not apply for any further employment with USF or USF affiliates and that if he does “USF is free to reject and disregard it.”

That statement does not say he can't apply, but only if he does they can isht can it. As I read it, they don't want him to apply, but leave themselves open to accepting if they wanted to take him back. "Free to reject" also seems to give them the option of "Free to accept".
