So was he misquoted in the article with FSU 247?

Here's what he said:

Manuel says a decision is nearing. He hopes to have a decision by the end of summer.

“I can feel it coming soon. I’ll do it before the summer is over. I think about it every day and I just want to make sure it’s the right one.”

I would be surprised if he committed by the end of the summer

seems he said it himself in the bolded quote. So what is it that makes you think otherwise ?

Most of these articles just have the kids words twisted to make the articles more appealing to the fan bases, and the reporters try to dictate the conversations or almost bagger the kids into what they want them to say by asking the same questions over and over just different ways to get the answers they want, the last thing the majority of these kids want is to take to reporters everyday so they will say whatever just to get these reporters out of their faces. I've seen it in person

How hard is the staff recruiting Manuel?

They are still recruiting hard but other staffs are really stepping it up now that he is heading into his senior season
