If CJ isn't going to Redshirt, which many have said he probably wont?

Why is he not on KO Return instead of Restrepo? I get Restrepo on Punt Returns for sure hands, but CJ returned kicks in HS. The great Andre Johnson got his start returning kicks in 2000 right? Both track guys with comparable speed. What am I missing?
