If they're particularly successful at signing NFL prospects from certain schools, then they might/could try to steer top HS talent to those schools.

This seems risky to the recruit. Someone a few years ago was suspended for getting involved with an ex-player, I think it was Deion Sanders who was working with or steering a player. Evidently the NCAA doesn't mind if you assault women as long as you don't talk with agents.
