Both these recruits play against top competition and they are underrated based on these stats which speak for themselves:

Jenkins:

79 tackles, 21 for loss, 5 sacks, forced fumble, blocked extra point

Harris:

109 tackles, 39 for loss, 14 sacks, 4 forced fumbles, 2 fumble recoveries
