It's been being installed since Spring camp.

They don't just start working on the game plan 2 weeks before kickoff.

Installing and then executing are 2 different animals. I am sure the closed scrimmages are about which qb best executes plan under live fire so a decision is made on who starts. This makes most sense to me.
