I don't think the NCAA would implement unless it favored elite program first and foremost. Can't see how giving a 17-18 year old less time to enter into a binding agreement is helpful for PSAs generally. Also, I imagine schools bigger recruiting departments and budgets i.e. Alabama, Texas, OSU, etc. will have a competitive advantage. The few weeks after bowl is where flips happen.
