Wasn’t one of the by products of the X Lucas situation that the transfer portal isn’t needed to change schools?

For example, if a player chooses no to re-enroll at his current school for the fall semester and instead enrolls at a new school. They can then simply play at the new school.

Yes, but there’s really no reason to bypass the process unless the school your currently at is full of douchebag elitist snobs that don’t understand contracts and NCAA rules and refuse to enter your name into the database.

99.99% of situations the player would want their name in the portal to be recruited $$$$.

The transfer portal is like a marketplace. You enter your name and ever program knows your services are up for bid.
You don't enter the portal and just enroll somewhere you're potentially limiting your NIL opportunities. But hey if you know where you want to go there is no reason you have to enter the portal. Just more likely to maximize your returns by entering.

There’s also no reason a player can’t transfer whenever he wants. The idea that they can only transfer when the portal is open is wrong. Apparently.

It seems that one of the only rules that hasn’t been challenged yet is that a player must be enrolled at a school to play there, otherwise you would probably see midseason transfers too

The portal openings are usually inline with enrollment periods. You can’t enroll in school mid semester.

Yeah you still technically have to be a college student to play college football. That could change if/when schools make players paid employees. It there would definitely be contacts in place to prevent players from just jumping from team to team.
