He will lay out his vision and get to understand his team, with what are their strengths and weaknesses. He should be able to assess relatively quickly the athlete department gaps and determine how to close in a reasonable time period. But there is currently a labor shortage in this country. It's not like you can just "fire everyone in the building".
I think the smart thing for Radakovich to do is to have an all-personnel meeting in the IPF. He lays out the vision and strategy. He tells people that they can buy in, or they can cash out. They have six months to find another job if they are not 100% bought in. And he challenges EVERY EMPLOYEE to bring him a presentation of what his/her job currently does, and what he/she WANTS IT TO BE.
And if anyone says "new locker room and a couple of analysts", well then, FIRE THAT PERSON.
