No they are not.

Rate: 9 out of 10 of your post are are idiotic, so 90% would be the rate you make idiotic post

Frequency: you have been registered on CIS for 1296 days and have made 5359 post, so 4.135 post per day would be the frequency.

Frequency of idiotic post: 90% x 4.135 = 3.72 idiotic post per day.

The two words are often used synonymously, but thanks for behaving like the idiotic people you complain about. Before you go attributing 90% of my posts to the idiotic category, I would like to see your data collection records. I prefer tally sheets.
