I think it's probably likely that he does both of those things. I think he'll call plays and hire someone to help and eventually take over

that or he will promote t rob to DC and still call plays himself
 
The way I see it there are a couple of options:

Diaz can be steadfast in his system and stick to his guns on playcalling. If that's what he wants to do, he won't be able to attract any legit DC candidates. Any hire will at best be a glorified LB coach with perhaps a Co-DC title (maybe he also names TRob or Simpson Co-DC, who knows). If we are lucky, it's someone who can recruit his *** off.

Or, Diaz can back off his playcalling role, and hire a DC who is aggressive enough for Diaz's tastes. In that case, Diaz might be able to attract someone with some DC juice, but even then a big fish might be tough to reel in.

My expectation is more along the lines of the first option.
